Wilfred Muskens was
appointed in 2005 as the Executive Director of the newly created Center for
Direct Investment at the Pennsylvania Department of Community & Economic
Development. His previous role as Director of Foreign Direct Investment with
the Pennsylvania Governor’s Action Team, since December 1999, includes the
announcements of over 80 successful foreign investment projects locating to
and/or expanding in the Commonwealth of Pennsylvania. Wilfred manages a
network of foreign offices for PA’s investment activity and is responsible
for the organization of investment meetings and missions for the Governor
and the Secretary to meet with company leaders from countries such as: the
UK, France, Germany, Canada, Australia and Japan.
From 1992 to 1999, Wilfred worked
as a project manager in various economic development and foreign investment
positions in Bordeaux, France. He holds a Bachelor’s Degree from the
University of Hull (United Kingdom) and Master’s Degrees from the University
of Utrecht (The Netherlands) and the University of Bordeaux (France).
Born in The
Netherlands, Wilfred is a Dutch citizen and is now a permanent resident
alien in the United States. He is married and lives in Lancaster,
Pennsylvania, and has one daughter, Ellie, born in 2005.
