Michael Scullin is the Honorary Consul of France in Philadelphia and Wilmington. He is Counsel to the law firm of McElroy, Deutsch, Mulvaney & Carpenter. For over 25 years he has handled a broad variety commercial, nonprofit and international matters, including establishment of U.S. entities by foreign nationals and others, related immigration matters, transnational litigation, intellectual property issues and negotiation and drafting of international sales, distribution, joint development and licensing contracts and international estates.


He served several terms as the Co-Chair of the International Law Committee of the 12,000 member Philadelphia Bar Association. In that capacity, he established a Twinning Relationship with the bar association of Lyon, France; he currently directs the Philadelphia-Lyon Attorney Exchange Program, placing French interns in American firms and American law students in French offices.

Michael Scullin  maintains extensive contacts with lawyers and other professionals throughout the world. He has also supported the establishment of other economic links between the US and France, which were instrumental in bringing about the signing Memoranda of Understanding between the cities of Lyon and Philadelphia and between the Commonwealth of Pennsylvania and the Rhône-Alpes region (now Auvergne-Rhône-Alpes (“ARA”), renewed in 2004 and again in 2016. He was presented with the Médaille d’ Honneur by Senator Jean Besson on behalf of the President of the Rhône-Alpes Region. 

 

Scullin has acted as a legal advisor in international corporate and financial transactions in Geneva, Switzerland. He has also served the nonprofit community as a board member and chief executive officer of a foundation supporting cancer research and treatment, where his global outreach initiative resulted in the creation of a network of related foundations throughout Europe. His previous international experience includes service as executive director of Multilaw, one of the largest global law firm consortiums, based in London, where he was primarily responsible for strategic planning, business development and marketing, conferences and member networking, and general management of the organization.

 

Mr. Scullin holds degrees from the University of Pennsylvania, and the Dickinson School of Law of Penn State University, where he was Associate Editor of the Law Review. Following law school, he was appointed to a clerkship with the United States Court of Appeals for the Federal Circuit. He later earned a post-graduate Diploma in Advanced International Legal Studies at the McGeorge School of Law in Salzburg, Austria, with a concentration in French law and business.

 

He is a member of the Adjunct Faculty of Temple University, teaching International Business Law. He has also written and lectured on comparative legal systems, international sale of goods, and the interrelation of treaty provisions and domestic law. His seminar and conference presentations have taken him to over ten cities throughout Asia and Europe. He is the co-author of several published articles and has been featured in numerous interviews in print and on radio and television.

 

He is the former President of the Consular Corps Association of Philadelphia.  He has served on the Boards of a number of non-profit organizations, including the French American Chamber of Commerce, the Institute of Contemporary Art, the Global Philadelphia Association, the Philadelphia Association of Zeta Psi, the Alliance Française, the French Benevolent Society, the Reading Terminal Market Merchants’ Catering Company, the FINRA Board of Arbitrators (Securities), the Global Philadelphia Association and Philadelphia Audiences for Arts and Culture. He is an Honorary citizen of Chollabuk-do, Korea, and a Fellow of the Institute of Korean American Studies. He is also a Trustee of the French International School of Philadelphia and the Restaurant School at Walnut Hill College.   He has been inducted as a Chevalier in the Commanderie des Costes du Rhône and enthroned as a Commandeur in the Commanderie de Bordeaux. He is a current or former member of the Union Internationale des Avocats, the International Bar Association, the American Bar Association, and various other international associations and chambers of commerce.
