Buchanan Ingersoll & Rooney PC and the Philadelphia Chapter of the French-American Chamber of Commerce (FACC Philadelphia) engaged in a panel discussion on the evolving framework of U.S.-E.U. trade relations.
The U.S.-E.U. trade relationship is one of the largest in the world, and this important relationship is evidenced in the Philadelphia area by the presence of businesses undertaking significant transatlantic trade with the E.U. These businesses have closely watched the recent paradigm shift in U.S. trade policy and have also monitored the U.S.-E.U. trade negotiations which, on August 21, 2025, resulted in a Joint Statement on a United States-European Union Framework on an Agreement on Reciprocal, Fair and Balanced Trade. The Joint Framework is, in some respects, an agreement to continue negotiating, but there are important aspects of the trade relationship that have been agreed upon. In addition to establishing some tariff levels, the Joint Framework includes a commitment by the European Union to procure significant amounts of certain U.S. energy products.
This networking event and panel discussion provided legal perspectives on the Trump Administration’s trade policies, included a European diplomatic perspective on the U.S.-E.U. trade negotiations offered by a member of the French diplomatic mission to the United States, and will include a practical viewpoint from a business with a significant presence in the Philadelphia area and in Paris on the impact of the Joint Framework and U.S.-E.U. trade negotiations on businesses in the region.

Jeff Dunoff is a leading scholar in international law and global governance, he has held visiting positions at Harvard, Princeton, Cambridge, and the Sorbonne. His work bridges law and international relations, and he serves on the editorial board of the American Journal of International Law.
Dunoff has served as a Visiting Professor at Harvard Law School, Law and Public Affairs Fellow and Visiting Professor at Princeton University’s School for Public and International Affairs, a Professeur Invité, Faculté de Droit at the Université de Paris 1 (Panthéon-Sorbonne), Visiting Professor at the University of Rome (La Sapienza), Fernand Braudel Senior Fellow at the European University Institute, Senior Fellow at Humboldt University, Visiting Professor at Hebrew University of Jerusalem, Visiting Professor at Central European University, and as a Visiting Fellow at the Lauterpacht Centre for International Law at Cambridge University. Among other activities, he serves on the editorial board of the American Journal of International Law, as an elected member of the American Law Institute, and a Fellow of the American Bar Foundation.
Before joining the Temple faculty, Professor Dunoff clerked for a federal court judge and practiced law in Washington, DC, where he specialized in the representation of developing state governments in international and domestic litigations and arbitrations. Professor Dunoff received his BA, magna cum laude, from Haverford College; his JD, cum laude, from NYU School of Law; and his LLM, with distinction, from Georgetown University Law Center, where he has served as a Ford Foundation Fellow in Public International Law and received the Thomas Chetwood Prize for distinguished academic performance.

Jonathan “Jon” Janiszewski manages the Commercial Law group of UGI Corporation, an international energy distribution, generation, transportation, and marketing company headquartered in King of Prussia, Pennsylvania, with subsidiaries across the United States and Europe, including Antargaz and Antarsolaire in France, as well as AmeriGas, UGI Utilities, UGI Energy Services, and Mountaineer Gas Company in the United States.
A Philadelphia native, Jon spent 20 years out of his 22+ year legal career as an attorney and executive in Philadelphia municipal government, where he led the Finance and Contracts Division of the City’s Law Department and served as Deputy Procurement Commissioner. A recovering litigator, Jon now specializes in commercial transactions including procurement, sales, and financing.
Jon obtained his J.D. from Temple University Law School in 2003 and holds a BA in Psychology from West Chester University. He sits on the board for Northeast Community Center for Behavioral Health and lives in Philadelphia with his wife of 22 years and two sons. See more info about Jon here.

Benoît Catzaras arrived in early July in Washington, D.C., as Deputy Head of the Economic Department of the French Embassy. A civil servant at the French Treasury since 2011, Benoît served in various capacities and various sectors of economic policy. He participated in the financial regulation of French markets, especially on rules regarding IPOs in 2013. He worked on development economics as the Alternate Director for France at the World Bank in Washington, D.C., in 2016 and 2017. He led the unit at the French Treasury in charge of the largest export contracts for the aerospace, defense, and shipping industries.
He is also specialized in European affairs, notably while serving as referent during the French Presidency of the EU Council in 2022 for the whole “Bercy” (meaning the Finance Ministry, the Economy Ministry, the Digital Affairs Ministry, as well as the Trade Ministry), and during his last posting in the Prime Minister’s Office, where he served as Deputy Secretary General for European Affairs.
Benoît holds an MBA from ESSEC Business School, a Master’s in Public Affairs from Sciences Po Paris, and is an alumnus of the École Nationale d’Administration (Promotion Badinter). Read more about Benoît here.
